It was originally established by ABB Simcon, China National Chemical Information Center(CNCIC) and China SINOPEC Engineering Inc.(SEI) in 1994. In the beginning of 2002 ABB Simcon Inc. transferred all its shares to Beijing Shengdalan Science and Technology Inc. and Texacal International Inc. of USA, respectively.
